Andy BosyiHi Greg. In general, a document must be filed or published before the date listed. However, USPTO rules do allow certain exceptions that depend on the origin of the document itself. It is possible that the priority date in this case is one of those exceptions. Feel free to email me with the document and I can help you with details. However, in general, we mean "filed or published" as it is the most conservative option and because "effective filing date" will not always guarantee that it can be prior art under USPTO rules.
