Goodlatte's Patent Reform Bill Gives in to Lobbying

After extensive lobbying efforts by IBM and Microsoft, Goodlatte's much talked about patent reform bill is being modified. After a "manager's amendment", the bill will no longer expand on the CBM program, designed to give targets in infringement suits an easy way to put the suit on hold and submit it for expedited review with the USPTO.
